About Region VI Head Start Association

Our Association

The Region VI Head Start Association is dedicated to supporting and enhancing the development of young children and their families within its jurisdiction, which includes Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

We focus on promoting school readiness for children from low-income families through comprehensive early childhood education, health, nutrition, and parent involvement services. By providing training, advocacy, and resources, the Region VI Head Start Association aims to ensure that children receive high-quality care and education, setting a strong foundation for their future success.

Our History

Project Head Start began in earnest in 1965, an eight-week summer program for preschoolers. These 55-plus years later, head start has grown into the premier provider of early childhood education and social services for children in poverty. In that time, millions of children who lived in poverty have gone on to achieve greater and greater success, opening doors for future generations to experience the same triumph over adversity.

The Director of the Head Start Bureau, Mr. Jim Robinson, had made it known that the five states – Arkansas, Oklahoma, Texas, Louisiana and New Mexico – were in need of an association to give unified direction and advocacy for families in poverty. Directors, parents, staff members and friends of head start would be involved.

Meet our Region VI President

Mr. Black is a passionate and dedicated leader in the field of early childhood education with a profound commitment to providing high-quality learning experiences for young children. With a career spanning over 40 years as a school principal, manager with the Texas Education Agency and currently executive director for Child Inc Head Start, he continues to push the boundaries of what's possible in early childhood education. For the past 17 years at the helm of Child Inc he has successfully implemented Head Start’s mission of quality early learning environments for vulnerable families, development of holistic approaches of family wrap around services as well as the development of a decade long running The Dad Show focusing on father engagement. His goal is to inspire and empower educators, parents, and policymakers to work together in ensuring that every child has the opportunity to thrive throughthe power of early education.
